For generations, Indigenous Knowledge and Innovation Systems (IKIS), the foundational epistemic architectures underpinning ecological resilience, holistic healthcare, metallurgy, agriculture, and communal governance, have been treated by external actors as an open-access quarry. External researchers, pharmaceutical conglomerates, and commercial enterprises have routinely extracted community knowledge and innovation systems, codified it within Western scientific paradigms, and monetized the derived assets through individualistic patents. The originating communities were left without legal attribution, epistemic authority, or economic dividends.
On 3 September 2026, a national dialogue at Nelson Mandela University confronted this extractive legacy during the symposium Strengthening Indigenous Knowledge Systems (IKS) Ethics Guidelines in Higher Education Institutions, Industry, and Communities. Protecting these indigenous knowledge and innovation assets requires reforming digital data governance. Replacing centralized cloud repositories with a Three-Tier Socio-Cultural Data Access Architecture balances defensive public disclosure with positive secrecy:
Decentralizing the National Recordal System (NRS) into federated, community-managed documentation centres (IKSDCs) ensures local custodians retain decryption keys and revocable API access controls. Simultaneously, universities must adopt a Four-Step Triangulated Ethical Clearance Workflow:
• Pre-research co-design workshops with Traditional Councils;
• Dual-tier institutional and customary ethics review;
